I rummaged hard and long at a garage sale to get the whole set. Bird, rabbit, horse and baby - that sounds like the full set.
They puff air, or, I suppose, water. What do you think they are meant to be?

The baby is particularly creepy. The creepiest toy I've ever seen was given to my son by one of my brothers. It was a hideous rotten egg toy that screams insults at you. You are suposed to play Hot Potato with it. My son was terrified of it. Here's a little pic of one -
